Re: How to make friends in Luxembourg
This may be helpful to women in a position similar to me - I am a SAHM of 2 little kids. We moved to Lux on a 2 year contract with my husband's job.
I've met almost all my friends through my daughter's school. It is an international school so there are many people there in similar situations to us. I've also met people through The American Women's Club. You don't have to be an American to join. They offer many activities and opportunities to socialize. I've heard good things about The British Ladies Club as well. Again, you don't have to be English to join.
Here is the AWC's address:

Re: How to make friends in Luxembourg
I am in the same situation. New to Luxembourg and wondering how to meet people when my foreign language skills are not that great.
Joining a club, such as the AWC is definitely a good start. I've also thought about joining a fitness club or take classes such as yoga, which is always a good way to get out of the house, meet new people and stay in shape.
Volunteering is another option here in Luxembourg. I've been doing some research on different organizations that support great causes right here in Luxembourg, that need volunteers!
And the last idea I've come up with is a language course, such as English speakers trying to learn French. While trying to bridge the language barrier felt here in Luxembourg, you can also meet new people. It's a win/win situation!
