Hi , I'm Lebanese citizen married to Romanian citizen living in Beyrouth. Now we want to move to Romania and live there, my question is: if I apply for a short stay visa and as tourist, then can I apply for permanent residency by this visa in Romania? And another thing how many months it will take me to get the permanent residence? And for how long ? Thank you

How many months to get permanent residence? 
It's years, not months.....5 years specifically.
Also, you cannot apply for any type of residency on a short stay tourist visa. You must apply for a long-stay Family Reintegration visa from abroad.

if non eu family member of eu citizen come for visit in Romania then he can apply for residence card as a eea family member. thanks
