the problem isn't the cost of the university (which I believe is still free for everyone, even if you're a non-EEA citizen). It's going to be cost of living and finding a place that's got enough of an international crowd that you won't feel too isolated.
Oslo is of course the most cosmopolitan but cost of living is high here. There is also NTNU in Trondheim but I'm not sure if they'd have a program for you (see here http://www.ntnu.edu/)
There is also a university in Bergen, again I don't know what kinds of programs they have but they have information in English too. http://www.uib.no/en
