On Le Thanh Ton street near Ben Thanh market, at the corner of Le Thanh Ton street and Nguyen Trung Truc street, there are 3 men sitting on for shoes repair. They don't speak English I guess, so you would better ask a local come to explain to the shoe repairer.

Belt holes?
I presume your belt's holes have become damaged. You could have a cute imitation brass rivet inserted in ALL the holes (for appearance sake).
These rivets are used by all manner of people including flag makers, shoe manufacturers and canvas awning manufacturers.
Canvas awning manufacturers can be found at DAN SINH MARKET (YERSIN and NGUYEN CONG TRU - right at the corner).
