Matloob In Surta of Dammam

I have my friend work with a company, company has given rental car from a rented company. The GM was having a deal with rental company. Finally the GM run away from the company by stoling 1.5 million of saudi riyal including my friend salary & some money about 180,000 saudi riyal. He did not pay the rent for car even since 15 months. The rental company has put his name in Surta cause he collected the car from rental company and sign some paper. The rent of vehicle is 46 thousand saudi riyal. Now rental company is saying bring the GM or pay yourself. My friend iqama has expired and his kafil is pushing him to getout from his name.

Please anyone can tell me, what is the procedure and how can we resolve this issue. Kafil is not helping and my friend mom has just passed away and he can not travel to his home country.

Please guide me, his name is in MATLOOB in police.
