Like everywhere else depends on where you are living.
As to studies certainly safe to attend schools.

the only unsafe thing I can imagine is that you might waste money studying in America if you're planning to use industry-specific credentials in other countries. Not all countries accept American degrees (for example nursing or legal degrees), and in some cases the level of work is considered insufficient. One friend of mine got a masters degree in America that Norway doesn't recogize because Norwegian higher level degrees require writing a thesis, something she didn't have to do in America.
