Declared medically unfit | Re-apply for work visa for Qatar?

I recently completed my visa process at the QVC, Mumbai. My medical records were examined and shared with the MOI / Ministry of Public Health. My employer was informed that I got declared medically unfit. My visa application is rejected.

I want to know the following:

1. What are the steps that an employer in Doha, Qatar can take to help a person who has been declared medically unfit?
2. Can a person who is declared medically unfit re-apply for residency visa for Qatar?
3. Will applying through a QVC in a different city help?
4. Does the QVC or MOI maintain a record of all the people who they have declared medically unfit? If Yes, then for how long is this record maintained?
5. Once declared medically unfit, is there a lifetime ban on getting a residency permit?

Any help on guidance in this regard will be appreciated.
