Saudization is Saudi law, but I think they may have a different name for it (Nitaqat). To be honest, it's not a whole lot different to many other countries; if you try and get a job as a 3rd country national in the EU, national laws require companies to employ those already resident, over those seeking to move there.

Just to add - an ex-colleague of mine works there, so I just asked him. He tells me he's now back in the UK, he lost his job, it was given to a Saudi when his contract came up for renewal, so it sounds like yes is the answer to your question.
