Can my friend fly to the transit destination?

Here is another proplem without PdS.
My friend ( living in Italy ) has booked a flight to Czech and it transits in Rome but  the problem is that she can't come to Czech because of the PdS and she decided to stay in Rome .

So is she still able to get on this flight to Rome?

If she has the right to go to Italy then, of course, she can go to Rome.

If by Czech you mean the Czech Republic:
The Zcech Republic is a member state of the EU, thus with a CdS your friend can travel to all member states for a max. of 90 days.

Actually my friend has national visa type D in Italy with multiple entry so she still can travel to Czech without PdS right?

From reading this:
" Long sojourn or "national" Visas (NV), which are only valid for visits that are longer than 90 days (type D), with one or more entries, in the territory of the Schengen State whose diplomatic mission issued the visa. Holders of type D visas are permitted to circulate freely in Schengen countries other than the issuing one for a period of not more than 90 days per half-year and only if the visa is valid."
I conclude she can.
