I don't live in Phnom Penh so I can't help you there. However I suggest you post your question here on this expat forum. It's loaded with expats who dabble in gardening and livestock as well as those who do it commercially. But don't plant them until you're in a place where you plan to stay for a few years. Our limes take 4-7,years before they bear fruit.
