Hi... payment of taxes in Libya is usually dealt with by the employer ... so you should ask your prospective employer about it ... you may find some info. in this link ..

Regarding safety, it can be compared to India ... some areas are considered safer than others and you have to take precautions as you would anywhere else.
Living conditions ..can be quite comfortable... you have to negotiate with your employer regarding provision of furnished accommodation since rents in Tripoli are quite high ... food is not too expensive ... there are also some Indian/ Pakistani spice & lentil shops.
