I have a question about the driving licence, do we have to take a test to get it here it or they just exchange the old one for the kuwaiti one

there's no 'exchange' (you'll still keep your US license), and there's no test... you'll simply submit the required documents...

That is right, but "simply submitting the documents" might be move involving than you think. 
Search the forum, I think ti was already discussed in the past. Personally, I had to take the test.

Getting a Driving Licence here is a bit of a nightmare. Rules keep changing and now they're very strict on who can / cannot.
