This is intersting. From recent research (being on an ILR permit in the UK presently) the requriements for UKBA/home office and HMRC resident statuses are very different. Regular trips to the UK mean the HMRC regard you as resident for taxation purposes, but in the eyes of the home office you are not a resident. Be interesting if they try and tie up some of the variations with new legislation.

Does this mean however that more people would be able to remit a percentage of earnings into Malta and overall be subject to paying less taxation, with remaining earnings remaining offshore as capital to be remited later at no cost?

its consultauion stage at the moment  - so looks like theyre considering all sorts of options etc - but it seems to me theyve already decided a way to decide tax residency and rights to apply the uk tax allowances.. and restrictions - its only a matter of time - interestingly there is no date set for potential implementation - or at least not mentioned or broadcast

i wonder now how the dual taxation treaties (if they will be relevant and applicable when / if it happens) will impact in this "plan"
