Study job boards
Tailor ur CVs as per job requirements
Try to put local cell number/address of that country
Start sending ur CVs before departure to that country
Schedule interview upon arrival

It depends on job, company, and culture:
- The higher the job (i.e. management and up) or the more niche the required skills, the more likely to be open for non-local applicants. For lower skilled ones, you are better off already being in the country and having a work permit, otherwise they won't bother.
- MNCs are generally more open (and used to) hiring from abroad than small local sweatshops.
- Some cultures hire meritocratically, others mostly based on connections. For the latter, you need to be in the country and build up your network first before having a chance for a job.
Last but not least, you need to check whether you can get a visa and have the financial resources to be in the country for weeks or months to search for a job (with no guarantee for success).
for filipinos there is a website that will allow one to search and apply for jobs in countries like Canada, Saudi, Australia, UAE, etc- check it out at workabroad.ph
