It would be good to develop an instant messaging system that has a voice over internet protocol like skype or yahoo messenger with the call feature.

It may be good for you to develop "Expat.com on Facebook." Make the friends list exclusive to those that have Expat.com accounts that they blog on. Thus, those interested will be able to contact each other through the facebook instant message system and use the voip that facebook provides.
