The official police report says that the cause was traced to a short circuit in the battery power line in a GASOLINE powered motorcycle:
The cause of the fire was due to a short circuit on the power line in the battery area of the front of the motorbike using a gasoline engine (scooter type) located against the southern wall of the 1st floor. Then, the fire spread into electric cable area, electric meter boxes mounted on the wall and the fire spread around, leading to the fire," Hanoi Police's announcement stated.
