from june 2014 until december 2014 i lived on and off in phnom penh around streets numbered 130/136 and despite my age i enjoyed myself, however i became feed up with the area and the crime problems and as you would agree the police have no interest unless a donation is made, i lived with a lady for some time and will return early in march to resume the relationship,i need information on an apartment near the night market/river that is safe and quiet around $400 p.m, i also miss having an english conversation , i find cambodians (83% illiterate) have no desire to learn same, so any suggestions to solve my problems would be appreciated, kindest regards to all expats, jim white.
