I am an African American, native Californian wanting to expat to Europe. I am open to other cities in Northern Belgium as well. I would like to know if Flemish is harder to learn than Dutch. I have noticed that the cost of living was cheaper than in the Netherlands. Any information would be helpful. Thank you. Patricia McCoy
