No.
You must get the appropriate visas and work permits for them if you wish to employ them.
If the work can be done by locals then you are obliged to employ them. If it is a specialist skill not done by Thai then you have a chance at employing expat staff.

Well jellyb, I'm still looking to employ Filipino staff. There are some changes going on at the moment with employment and visas and I believe that it'll be sorted out in the next near future. The new primeminister is doing some very good things for Thailand. I feel he has a better understanding of the best way to solve problems.
