I have been searching for Halong forum but unfortunately could not find it,
There are sub-forums for some remote/ not so popular areas in Vietnam like Thai Nguyen, Vinh, Buon Ma Thuot... but not Halong ?
I wonder if moderator of Vietnam Forum can create one for Halong ?

What if no customers in KFC even though so many corner shops? 
Creating so many regional forum is not difficult but you should check other forums in which how many of them are 'active'. You can post nearby regional forums until they start new.
