A Friend of mine is a certified and licensed CPA & CMA, with over 15 years of rich experience in finance and managerial accounting, in the middle east what's his chances to find a US employer hire him and sponsoring for H1B visa? If yes, where????

Probably zero unless you do a great amount of online research for jobs, then approach the companies who are looking for someone of his calibre and expertise. It will take some time and a lot of dedication on his part.
