Go to one of the major pagodas, like the one at 3 Thang 2 and Le Hong Phuong, and you'll find ladies selling birds for people to buy and release. They may be able to find the type you need, if you have a picture.
You can also go to the tennis club on Cao Thang, which is near the pagoda. They have a lot of caged birds there, so maybe they would know where to buy them.
