I am very lonely especially at night in Brunei. What to do and where to go? Anyplace where expats (professionals hang out) for a chat? Do we have an official expat club here?

Many expats are members of the Royal Brunei Yacht Club. The club has two clubhouses - one in Serasa, one in Kota Batu - and there are restaurants at both venues. These are good places to meet other ex-pats and to socialise.
Joining sporting grouops/clubs may also be a good move. Have you considered the Hash? The RBRC (Royal Brunei Recreational Club)?
