What's the importance of culture in Paris?

I totally agree that Paris is one of the world's most culturally-rich cities. There is a lot to do and see and it really is a beautiful city. I lived in a street called rue Pergolèse in the 16th Arrondissement near Ave Foch and about a 5 - 10 minute walk to the Arc de Triomphe and the Champs-Élysées. The location was fantastic, the people in the area totally snob. Even our Portuguese concierge would use my parking space when I was away at work leading to confrontations when I returned in the afternoon. How annoying!

So while the city is beautiful and full of fantastic places to visit, the sacrifice in living there is that it is full of Parisiens. That means apart from the typical fonctionnaire attitude of civil servants, of dishonest taxi drivers and gangs and violent people that roam the city, it is full of snobs.
