No contract signed still need NOC for joining new company

Hi,

My visa expired on 31st March 2020 and contract expired on 2020 April 14 , so my company renewed visa 1 more year as I can't work illegally without visa for remaining days. I haven't signed on contract renewal because of hike issue, I resigned and served extra notice period. Now I got new offer and my current company is troubling me to issue NOC, stating they have done visa for me. I accept they did visa before my disapproval on my contract extension, but did they have right to stop NOC in this case , how to deal with them please suggest. Thankyou

NOC is for Visa Transfer. You can see the company name in your EP. Those companies must provide NOC for transfer. They can refuse for any reason you can get it that in a diplomatic way tell them you will bear the visa cost or something else
