Is it contrary to EU Constitution to prohibit use of foreign registered cars by Italian residents?

Hi and welcome to the Forum.
I suspect not; there are EU requirements that all vehicles are registered in a national database at the address in the country where the current keeper resides and that member countries keep records. It's up to member countries to decide how long they will allow a foreign registered vehicle to be operated on their roads; some are more tight with it than others.
