Many. Depends on your budget and what you want out of it. If you want decent visa free travel then you are looking at USD 100k upwards. All the carribean programs say 100k but when you factor in other costs its like 150 to 200. That's the most decent cheapest you can get.
If you just want a passport which is basically useless for travel, get a place like Comoros Islands for 40k.
