I have noticed that most of employers prefer to issue a labor visa for every skill person first, like in my case too I am an engineer but my sponsor want me to come on a labor visa, why is it so, are those visas have something special or they just want to save their money they have to pay for processing of my engineer visa as may be the processing fee is low in case of a labor.

It's mostly based on the quota system. Every company is allocated certain number of visas.
