what kind of business you loking for ?

If you speak turkish then there are many places to start a business in Turkey.

Otherwide if you don't speak turkish, I suggest to plan a business within any busy holiday resort or coastal area where english and other languages would help you out to work.

Yet alone, Istanbul and Antalya should be places to consider any foreigner owned business.

Antalya perhaps would be cheaper place to live and operate, where central commercial space, shop rentals are much lower compared to the big city, Istanbul.

Small restaurant. Import and Export.

I agree with aletreby --food is a good trade of business in Turkey.

A nice Egyptian restaurant (with take-out) on a busy street or accross a shopping center could drive you lots of daily traffic and income.
