Good Evening 
For the nominal Fee of BD 7 your mom can get a visa for 2 weeks and it is extendable !
Just follow Electronic Visa's and you will find all the info you need
She doesn't even need a sponsor , thanks to the new visa policy introduced

Thanks but my husband works in Saudi and when I asked around people told me that I can't call anyone as he doesn't work in bahrain

Don't listen to the people , they don't know about the new visa policy I guess
You just have to visit your own computer , no need of anyone 
These are the conditions :
Document conditions: You must submit the following documents with your application:
1. Copy of return air ticket.
2. Photocopy of the photo page of the applicant's passport.
3. Copy of hotel booking in Bahrain.
4. Copy of bank statement covering last three months.
You can apply online for your mothers visa !
You need nothing except the above mentioned conditions !
