Balagh means report and huroob means run away. Now hope u understand what it means. Its given by the sponsor normaly when an employee runaway from him, in this way he is not more under his responsibility, but these days the sponsors mostly misuse this authority given to him by the Govt. Huroob can be removed by the kafeel himself or otherwise you have to remove it by paying a handsome amount under the table...... Hope u understand now...
