As a foreigner, he won't be allowed to acquire property except under the IRS/RES schemes.
Go on the govt of mauritius web site and get all the info about land and/ or property acquisition.

Agree to Hawley - just one additional fact, the marriage should not be done with separation of goods, because in that case he will again NOT be able to purchase any immobile property!
