Hi,
I think people have been organizing private parties, wedding on beach recently that have been a nuisance or given limited access to public. The article u read is right, here`s whats the regulations says

Parties are not banned. Some people went as far as erecting metal and tarpaulin structures on the beach, without appropriate authorization. These are banned.
