Tax Adviser for Norwegian and German tax law

Im looking for a tax adviser which is familiar to the Norwegian tax law (of course) and also to the Germany tax law.

May someone give me a hint...?

I have friends working in Norway who have used KPMG (without much success as even KPMG could NOT get an answer from Skatteetaten ... getting an answer from the Norwegian State seems to be a chronic problem for them). Price Waterhouse Cooper may be of some use but perhaps, if you have to factor the cost of using specialist accountants into working in Norway, the idea of being there doesn't stack up at all.

My friends have all now left Norway with huge tax debts as they worked internationally (oil business) but were tax resident in Norway and were constantly being told to visit their "local tax offices" to fill in forms whilst they were in the Middle East but returned to Norway to find they'd been taxed, fined and had interest added in their absence with no leave to appeal and their travel expenses to and from work in The Middle East weren't accepted as expenses had to be "between home and work" and because they had no right of residence (other than for tax purposes) home was defined as "where they were taxed" ....
