We have recently have had heard the last date for the azad visa holder is 3rd july 2013. Did the KSA government extend the date to change visa status. Please confirm if you have any information with regard to this issue.

That was grace period which was extended to Nov 3 later.

Means those who left in final exit they can return with new work visa with no time wait.

Yes. That has nothing to do with the grace period. Whoever left can come back on a new visa.
