Is it better to live in concepcion or santiago. 
A great question - Santiago is 10 M habs and concepcion is 1 M
Good in Santiago - all is available, it's international. Easy to have a job.
Bad in santiago - 10M of people - is a big city
Good in Concepcion - is a smaller city, easy to live
Bad in Concepcion - Hard to have a job - Big earthquake

what are the possibilities of work in concepcion (I am fluent in both spanish and english).

In all case less than Santiago

I think that is easier to find a job in Santiago than in Conception – depend your career

I would like to open a store catering to plus sizes (14 to 28) for women, selling lingerie, casual, and evening wear.  As I understand that plus sizes are difficult to find in stores(for women).  I have the name for the store, I just don't know what I would need to do in order to bring merchandise into chile without having a problem with the aduana.  By the way I was born in chile, but left when I was five years old.  I have traveled twice there but 10+ years apart.  I have my chilean passport and cedula.  I don't know anything about the laws and how to go about finding out how to do this.  How much money would I need to rent a store from which I can sell my merchandise.  I know I have to get a wholesale cert. here in usa to purchase at wholesale prices, but in chile I would not know where to start other than finding a store front in a good area to start. what pertmits and so on are needed.

Your project seems excellent. You need to see if it is feasible (sustainable).
1) Try to evaluate the purchase price of the goods,  and check a provider who agrees to be paid after 120 days.
2) At the price of the goods, you add up 20% for shipping and customs fees - this is a rough calculation (approx)
3) Add your benefit to have the final price.
If the final price is ok - You can do your project.

Later on, with a business plan, we can evaluate more deeply

You must create a company here in Chile, rent a local and so on... but this is not so difficult.

With it you can start moving forward.
