Shoud I pay for social securtiy number every month?

hi guys.Sorry to interrupt you.
I need some help.
I am studying in Budapest now, I come from china.Now I got a part-time job.
but the boss told me I need to apply for tax number and social security number by myself. When I go to the social security office( actually I don't know the exact name). They told me I need to pay 2,7900 FUT per month, that's a rule so I can accept it.
But if I want to get this number, I must pay by myself firstly. I am confused whether it should be paid by company of by myself? Is there any rules about social security number?

If you have to arrange it then you are a sort of self-employed.

Yes, you will pay it all the way yourself, unless you have agreed with your boss differently. From the amount you have mentioned (that seems to be the half of the monthly sum for a self-employed or entrepreneur) you are registering for 4 hrs part time and you can't go any cheaper without losing health care coverage.
If you are registered at the NAV (National Custom and Tax Bureau), then they give you a social security number that your employer can administer - thus both you and your employer are covered officially.
