Does Malta offer off-peak rates - re setting washing machines etc on time delays for reduced consumption.

no - not much use here am afraid - we fitted a timeswitch to the 80L water boiler, (a simple replacement of the rocker switch and neon- only three wires too....) mainly because one member of the family is working shifts and the on/off switch is in our bedroom and as such it was awkward getting the heater to go on/off at the right time - now its easy and it saves a lot of electric consumption.
