Yes there are.
For example in Germany: Since it is difficult for non-Germans to get into the German public service, most English teachers here are German (and only very few English native speakers).
Perverse, but true: They prefer to employ a non-native with teaching degree over a native without degree (you cannot become teacher without degree in Germany!).
