I am wondering what's the cost of the Professional Visa. The webpage vivaenaustralia.com mentions an approximate amount around USD 6500 and USD 8000.
My question is, do I have to pay it right away? Or gradually along my stay in Australia (in installments)?

Visa processing goes in stages and you pay for the stage as processed if things have not changed.
Further, if things did not change, you have to be in your homeland to apply for the visa. Again, the embassy can give you details.
