your Foreign degree can't be attested in KSA , it had to be attested from the country of the origin ( from where you got your degree) from Ministry of education and foreign affairs and once you get those two , you will submit it to the saudi embassy  they have an educational department in each embassy that will attest it  and in such case it will be considered approved in KSA  and at any job you will apply for.
