If I will apply for single permit, what visa can my spouse apply for?
He has plan to continue his study so he could get a student visa, but is there any other way he could come with me to Belgium (Flanders)?

Yes he can take a Schengen visa and come with you.And as long as has a valid visa can apply for residency.
But first you should have at least an approved residence permit or residence card.
