Permitted family visa option

I am an Irish born citizen living in Australia with my New Zealand born husband we have four Australian born children.  My brother-in-law who is a New Zealand citizen has lived in our home with our family for the last four years.  He is not a dependent.  Has always worked while living with us contributing towards the rent and bills.

We are in the process of moving back to Ireland have purchased a house, we would like my brother-in-law to come with us. 

I am wondering if the permitted family category "Any relative who is part of your household that is not a qualifying family member" would apply to my brother in law.

I can't find much information about this category or which visa's would apply and the process of applying.

I've just read the relevant section of the Irish Government's Citizens Information website (link); I think your brother would qualify as a "Permitted family member"; you can phone them and ask, the contact details are on the top of the page I have linked to above.
