Yes, this is possible in theory.
Practically, it probably depends very much on the circumstances you lost your PR and whether you withdrew your CPF savings or not.

@jingwen87 The same as your first application: To increase your chances, wait until you have completed three years working in Singapore. Having been PR before is NOT positive - depending on the circumsances, it might be negative or neutral.
