I'm hoping to start playing Pétanque in the Tamarin/ Black River area.

I suggest you publish an advertisement in the Mauritius classifieds section.

There is a dedicated category for sports partner/leisure.

By doing so, you will increase your chances of finding interested individuals, as your ad will be visible in our weekly newsletter.
