Is another COE can be submitted even if there is a record of Discrepancy?

@dacoycoy For discrepancy, you have to check in the Dataflow report so you can rectify whatever the issue is. I had a report with discrepancy because my previous employer was not answering the Dataflow agent until the agent got tired of contacting them.
For the negative report, it usually means that whatever was in your document was denied by the contact person in the document.
That is only based on my experience.
