Basic formalities

Thank you.i am albert by name, a togolese who can speak french and english.i am actually living in lomé capital of togo.i always hear that gabon is a nice place where can work and raise money.i also hear that before you enter gabon,one needs to have "carte de séjour",residency card and other relevant papers.my question is:the two papers mention above should be obtained before entrance or after.if before,where?at gabon ambassy in my country?i am asking because i have never been out of my country.i have no relative or friends.if you don't mind let's be friend.i hope i am now clear to be understood.thanks for your understanding.
