What are the formalities to get married in Luxembourg? Is it the same for a couple of foreigners of for a mixed couple (between a foreigner and a native of Luxembourg)?
Are the procedures complicated?
How long does it take to carry out all the formalities?

Whoa. That's quite rude.
I do not know, but when you live in a country for a while, that could be a nice thing to participate, like in elections, and after some years, learning the language, stuff like that...
