living in Costa Rica with dgos for 4 months

We are planning to be in Costa Rica for 4 months this winter.  We wil have our dogs with us.  Aren't we required to leave the country after 90 days?  Is there a time limit that you have to be gone before you can return, or can you just go across to Panama for a few hours, re-stamp the passport and come back over? What about the dogs?  Thanks for any advice.  Laura
