There has been hardly anyone around the university the last couple of weeks, as it's vacation time for most people. I'm away for the next few weeks too, and I'm afraid I don't know tuition figures off the top of my head. People should be returning to work soon, so if you don't hear something soon (at least within a couple of weeks), you might send another email.

if you're looking to be a fulltime student it seems that you're not able to apply anymore for the upcoming academic year, and it's too early to apply for next year's yet.

I suspect that's why you can't find the application materials online, and even if your friend here was willing to submit hard copies, they might not accept them anyway.
